Yes, This tool is used for FDR and CVR data download. For FDR data downloading, data cable which was used for CVR, is not required. Just plug the portable data cable to FDR directly.

It looks like you use an extension cable to power the recorder but the breaker should be off, so you must restore power first before doing this?

I used a Fairchild downloader like that for DFDR data. And left the box in the tray, depends on the aircraft access ability.
