one reason might be because he is a blade eater and not a flesh eater like the others. he was a human made into a blade, where as the others are blades who devoured humans. also after the world tree story mission 9 the whole reason blades lose their memory becomes null and void. which i belive is why spoiler ahead: neither mythra or pyra lose their memories when reborn at the end.
So you have to summon the Torna blades from crystals? That’s a shame, when the notes said they could be obtained via summoning or quests, I assumed we had a choice. Knowing this, I would have stocked up on legendary core crystals. Ah well, at least I don’t have to sit through that awful summoning scene anymore.
The guide wasn't clear enough, and no one is saying it outright, so I must ask will I have to use Random Core Crystals like Legendary/Rare to get the rest, or will I get them like Roc for instance throughout the story.

Well Mikhail you actually just need to complete chapter 9 rather then complete the game but everything else was useful

Yeah, this is a bit disappointing. Guess that's why they let you trade bonus EXP for legendary crystals in NG+...

You get story blades back as you did in the original save
