Does anyone know how many turns the screw on 8:23 needs to be tightened?

Before you adjust that screw, grind away the unworn edge (I do that on a lathe) on your brake drums. Slide the brake drum over the new brake shoes and feel how much you can wiggle it about. Take the drum back off and adjust the screw just that much until you can just slide the drum back on and you can rotate it freely without any resistance. Do make sure your brake drum is in good shape and that the adjustment system is clean and doesn't show any damage. Eventually when driving and braking, the adjustment system will adjust itself to its own correct standards.

you got the brake pads back to front mate the big coil spring gose is behind the brake pad and the hand brake lever sits at the front of the calliper

Mind you, there's a difference between a Citroën Berlingo as shown here and a Peugeot Partner strangely enough. On the Peugeot the springs that hold the pads are mounted on the inner side. The shoes are easier to change on a Berlingo.
