Worked the way you could choose the easiest difficulty level which decreased aggressiveness and difficulty of AI by few points. The way it was working, was because Gandhi had the lowest in this term amount of points out of all AI fractions. The thing is, the number was already so low, that decresed number underflew to like highest number (the lowest floor was -255 I believe and highest 255). Thats why Gandhi was the carpet of doom. In Civ V I don't believe it is working that way still, but it just got into the community that Gandhi used to be super aggresive in the first Civ game, so there are jokes about that all over the world.

The personality values for all the different AIs in Civ5 are set internally on a scale from 1 to 10. Gandhi's values for "get nukes" and "use nukes" are set to 12, the only personality values in the game that actually go above the max value of 10. It's a throwback to Civ1 or Civ2 where Gandhi's aggression value was 0 by default and researching democracy caused it to drop by one, triggering an underflow bug that ended up setting it to the maximum value and turning him into a psychotic nuclear weapon-crazed madman.
This has got to be one of the shortest AI battles ever. It should surprise nobody that you know who got you know what and used it at every opportunity.
He's usually quite peaceful and generally gets wiped by more aggressive civs early on, but if he completes the Manhattan Project while you're at war with him you better start saying your prayers.

Civ VI should have been a graphic/unit update in which they *add* more features to the game. Unfortunately they decided to *replace* features that ruined the experience, at least for me
GDI well vanilla civilisation vi has more features than vanilla civilisation v and while i dont condone the company doing thus but once civ vi gets all its expansions it will probably be better
