In all my years in engineering, I have never, ever, seen a vise on a workbench fitted the wrong way round
It would make it more difficult to tighten. To use the flat bit as solid area for hammering?

I looked up "Peerless hose strangler" and was successful in finding the exact same tool being sold on eBay. Seller says it's "rare", however, I did find multiple results within my search so I'm uncertain just how rare this is. Cool find, though!

So here is what this would have been used for its to stop the flow of water from a live line already connected to a pumper truck or a fire hydrant so a new line could be added or changed quickly without shutting down the whole system allowing lines to be connected to reach farther faster once the new line was attached the water would flow as fast as the clamp was released thus saving time and possibility lives or total loss of a building

One question:
Wouldn't a Hi Vis Orange have been more appropriate to help prevent someone tripping over it when in use?
A previous owner (or two) repainted it.
The last owner using it for a display piece, from what you said at the beginning.
It is possible the silver or white it was when you got it is not necessarily the original color.
When the fire hoses are dropped off the engine they use the clamp to hold the hose down while the rest of the hoses are pulled off the engine..rarely used much anymore..
I think you may be speaking of a different type of clamp. You can find information on this one in the Internet Archive. Search "peerless hose clamp" (in quotes) and search text contents. One item that pops up is Municipal Journal 1914-12-17: Vol 37 Iss 25 pages 904-905 where the function of the device is described and pictures are displayed.
