Machine learning AI is not game AI. If you want to drive an AI agent entirely through machine learning then frankly you don't understand what you're asking for. Chatbots in games, sure, but they're going to be a very minimal improvement. They can still only interact with the player, and other agents, in ways that the game developers have implemented. You can't just ask an AI agent if it wants to go for a jog with you, and have it do that if the devs haven't implemented that as a behaviour. What you will probably see, at least for a little while, is the ability to ask about topics and actions the AI can discuss or perform in natural language. Frankly that may just end up being a terrible user experience though, because you won't just have a list of options to pick from and will have to guess what the NPC can talk about or do, or ask it and painfully listen to it list off everything in excruciating detail I guess.
I have to strongly disagree about the mental health part. Yes some chatbots may provide some appeasement, however they are not trained professionals regardless of what language models and/or knowledge of the human psyche are used to inform and train them. There's been situations already where rampant chatbots caused more harm than good in regards to mental health. On another note, an AI Chatbot only festers the isolation. I think more research in the field of mental health and the benefits of chatbots need to be delved into deeper and safeguards can be created to ensure that when a situation requires it, a human is ready to intervene
