Also could his "clones" that he's able to create be a possible remaining ability from his Dragon form?. Kaneki has created similar creatures in his Dragon form, but not nearly as complex - more like monsters with bits of Kaneki here and there. Tbh I think uta is like Roma in some way like he doesn't want to be involved but he wants to watch and just like Roma he will step up onto the stage if he has to.. And he basically pushed mutsuki towards what she is now by making that kaneki clone...

Since the Naga was a king of the people, it's possible and likely that they had a similar relationship with the Naga like the current ghouls have with Kaneki. So instead of killing them they may have even been looking for him on purpose.
Didn't watch the video yet but from my perspective Uta doesn't care about being the one eyed king either anymore, or at all. He was always kind to Kaneki and never really showed any sign of disliking Kaneki. His best friend is also Kanekis wife's uncle/ older brother. I just don't think Uta cares and just wants a good show to watch.
