Pretty sure that each temporary League will have its own master crafting. The whole idea around the temporary Leagues is that the economy is completely fresh. Having people be able to craft insane mods on day 1 wont be making much sense.

I have to disagree with delve being good now. The costs of upgrades are way to high for how often you actually delve. If they cut the costs of upgrades to 1/3rd of what they are and maybe half of what the delves themselves cost it would go a long way.
