Region locking is not done by devs in most cases it's for copyright laws being being different in a certain country or because the game is considered offensive by the government, in some of the cases where it is the devs who region lock it it's usually for online games that they can't afford to support servers for in some countries because not enough people play it there

I think that you should be able to delete them from your computer permanently, but you can still download them again. For instance, if you never play a game like portal 2, it takes up a lot of space on your system. So, you could delete it then download it again when you want to play it again. There is no reason to delete it permanently from your steam account

I put the games I don't like in a seperate folder and never look at them again. But if I ever want to play it, I can do it. So I don't see any reason why they would make this so easy to do. +SAS Seals I believe since VAC is tied with steam, you probably can't do that. Also, I doubt they would just take the vac ban off your profile.
