Emulators are fine, but it's the ROMS you use that are likely illegal. Pretty sure if you ripped a rom from a game you own, it'd be completely legal to play it on an emulator.

They’re illegal, you can’t sell roms, and new or unreleased games are likely to get you in trouble if you stream them off an emulator
But emulators are legal bc you can make original roms for them
