That's odd it is wire and play. Red power, black ground, orange lights, and blue yellow remote in. Check to make sure the the blue yellow is going to the blue yellow and not the blue white.

Because I thought the person didn't include it in the sale. I just got the RC-406 in the mail and you are right it doesn't, that sucks. 😔

Just seen the manual online and it says in same print the RC-406 only works with the kmm-bt312u. 😖😂
