Just because it’s public property doesn’t mean you get access to the whole building. It’s not that complicated. I think you’re getting hung up on what you think “public” implies. There are plenty of examples of “public” buildings that have restricted access. Evidence rooms, certain areas in hospitals, public utilities buildings, and it goes on and on. Not to mention you usually have to be doing something related to the purpose of being at the building. You can’t have a picnic in front of the library (maybe a dumb example but the ideas the same)

If an orange sports car drives by really fast he is gonna associate the plates to them, even tho the cop has no evidence of them specifically committing the crime, as he didn’t get there plate. That is what’s scary, being accused and or charged with a crime even tho he has no evidence that is was them a plate.

And you absolutely wouldn't be able to identify who was driving. If that was the case, then anyone with an r8 or similar cars could just speed here, and he would get in trouble. Sure, you could argue it's rare that other people would own similar cars, but rare isn't impossible. For anything to stick in court, there can be 0 reasonable doubt.

Just because it’s public property doesn’t mean you get access to the whole building. It’s not that complicated. I think you’re getting hung up on what you think “public” implies.
There are plenty of examples of “public” buildings that have restricted access. Evidence rooms, certain areas in hospitals, public utilities buildings, and it goes on and on.
Not to mention you usually have to be doing something related to the purpose of being at the building. You can’t have a picnic in front of the library (maybe a dumb example but the ideas the same)
