666HumanHunteress666 I can't reply to your comment but hopefully you read this. The clay is on the harder side and can stand up to the Ultracal being applied on top. When the mold sets the clay can then be cleaned out leaving the negative space.

+SmilyLily1996 I do not recommend that method of life casting. Putting plaster bandages directly on the skin is not a good idea. It can burn the skin and doesn't pick up detail. I suggest having a professional do it.
+Nicholas Peralez If you have a college with a Theater program near you, you can see if anyone there would be willing to help. Sometimes they have makeup classes or prop classes that do that kind of thing.

if I were to make a mold of just a brow piece would I have to build up the lager clay walls around the entire face cast?

A type of plaster/gypsum cement. Typically for FX makeups people use ultracal or hydrocal. I know kind of late to respond, but just in case.
