    Scenario: offensive team act of shooting no basket then a technical foul was called on the defensive team! What penalty shall be awarded first? The technical first then the 2 free throws with jumpers right? Thank you

      Correct, Technical free throw then back to where the game was interrupted.

    Can i ask something about foul?
    Some Said
    "if the contact initiated by defense, violates the cylinder of offense, hitting the hand of the ball handler, is not a foul since the hand is considered part of the ball."
    Is this interpretation correct? i can't find any rule explaining "the hand is considered part of the ball." in FIBA Rule.
    it's only in NBA rule.
    Please help me

      Hi, you are correct! That is not a FIBA rule, so hand contact is a foul in FIBA.

      Can i ask one more?
      It's about 'Steps' in travelling rule.
      If one player catch and hold a ball in air, landed with both feet like left and then right. not at the same time.
      In this situation, i think, that player took 1 step though he takes both feet.
      I've seen so many video explaining his Right foot is 2nd step cus his left step is 1st step and After his 1st step, right foot touches the floor.
      But, In FIBA rule, player should release the ball to start a dribble before 2nd step.
      So, only 1st step is taken by landing with left and then right foot. not 2nd step. Because it's common situation to start a dribble.
      Could you help me? Sorry i'm not good at english.

      If you catch and hold the ball in air and land left-right, then that is your 1st step and second step. Since you are stationary, you have to release the ball for a dribble before you lift your pivot foot. If you are to shoot or pass, you have to release the ball before the pivot foot comes back down.
      Catch ball in air with feet off of ground = Zero step/gather step
      Land Left foot then right foot = 1st step (left foot) then second step (right foot)
      Does that make sense?

      OMG So clear now. Thank you. It makes me crazy these days.
      I misunderstood that player catching a ball while he is progressing cannot be stationary and then rule is applied like that.
      Can i ask the last one?
      is Gather step counted only when number of his foot touching the floor is 1?
      Can both feet be a gather step?
      for example, a player is about to jump after he gather a ball. but when he gather, both foot is on floor.
      FIBA Rule explain that 1st step occurs after gaining a control of the ball.
      i know one foot could be a gather step. But no one said it cannot be a both feet.

      @@user-ig7uz8ze3k You can ask any questions you want! Catching of the ball can be applied to progressing or stationary situations and it all depends on what occurred.
      If caught the ball with both feet on the floor, as soon as one foot is lifted, the other foot becomes the first step (pivot foot) and the other foot (lifted foot) will be the second step.
      In 99% of progression gathers either both feet are off the ground on the catch or one foot is touching the ground.
      Does that answer it?

      If the technical foul was called on a player on the court, then yes, it is a team and personal foul. If the technical was called on someone on the bench, it is only a personal foul

    An interesting (but perhaps unintended) consequence of the way technical fouls don't apply directly to those entitled to sit on team bench, is that excluded players can behave almost as egregiously as they want short of fighting... Theoretically referees could hand out a huge number of bench Ts and eventually disqualify them or force team to abandon game, but I feel this is a gap in FIBA rules compared to NBA ones...

      Coach can send the player to their locker room if he continues to cause problems. He has that ability.
