Might as well update my findings now for everyone.
You can only play the goat after you've beaten 3 bishops, as this is when sin is introduced in a new game. The goat is purchased in the church for 5 sin from the fleece choosing section. The added update to change your fleece looks by hitting y also pertains to the goat. So if you want a fleece with certain abilities, but look like the goat, press y on the fleece you want and change its form to the goat head after he's been purchased. If for some reason the goat is not there, try loading in 2nd player through co-op and then reload the entire game and he should appear in that spot after.

@@foxygrin No, that's how you unlock it. Defeat 3 Bishops to unlock Sin, die on a Crusade, and the Goat fleece will/should be unlocked.
