If you’re just starting out as a copywriter how would you split your time between honing your craft,like writing sample pieces for portfolio, reading, applying on Upwork and then building awareness on Instagram/Twitter? Kinda feel all over the place and not really making any traction. Any advice would be greatly appreciated 😊

If you're brand new and just beginning (as in you don't have a portfolio yet) then I would keep your SOLE focus on learning the skills and building your portfolio. Once you've done that you can start putting more time and attention into things like publicity and social media for growing your client pool. Good luck :)
