Godslayer's Crown if you don't have a shako, or a helm with int/cdr/max life tempered with max life/lh:freeze with everliving aspect.

Sure, you can use a ring that's the same as the other ring, and use rapid/storm swell aspect on it. Whichever aspect you don't have on your off hand.
