Probably because Rare was an independent studio that needed money. A lot of licensed games come from that angle - you're a small studio, get approached by a publisher who'll pay you for a quick license game, and you do it.

The Dream Warriors & The Dream Master Nancy Thompson - Can pull items and people out of Dreams. As demonstrated in the first movie, where she pulled Freddy's hat out and then later Freddy. This game really isn't as bad as people say it is. Being sort of generic is about its greatest sin, but for the glut of licensed titles on the NES, this is one of the better ones. Also it was developed by Rare, which has to be worth something.
Quite surprising how an NES can handle 4 players running around at the same time (even though there is a bit of slowdown), but hey, that's Rare for you.
