One thing to remember, this is Hero Society in Japan. A culture known be super strict with rules and procedure. From what little is touched on towards the end of the Vigilantes series, America is apparently much more lax in regards to unlicensed Quirk usage, so much so that if an unlicensed Quirk user saves someone, they can get hired as a sidekick and get proper training.
In Japan, if you're caught using your Quirk without a license, outside of Hero school, for good or ill, that's jail time. It's why when crime happens, even if you have a Quirk to thwart it, you stand back and let the Pros handle it, because you don't have the proper training to use it safely and you could cause more problems than you solve.
This will come up in a future season, but when you get a bunch of scared and angry, untrained civilians to unleash their quirks at the slightest sign of trouble... it gets messy.

I gotta agree with the Chief. They had no plan or even idea on how to take down the villain other then Iida who was just going to kick him to death. The kids didn’t have any info of the area and how many other people were there. All it takes is one unlucky ice blast from Half & Half and an innocent hiding nearby is impaled. They had no info on this villain other then he kills Pros, yet they still just ran in and only assessed the situation mid combat. They got lucky this time. If they weren’t then there’s at least 3 more bodies who didn’t need to die. It hasn’t been fully shown yet, but villains will absolutely kill kids if they feel like it. Out of all the villains, Stains one of the more reasonable ones. The homies got hearts of gold, but they still put more lives at risk for selfish reasons then if they just listened to the Pros.

Not to mention that even if it goes right, to accept their actions and let them go public and unpunished, would essentially be equivalent to endorsing unlisenced use of lethal weapons (Quirks, they are kind of treated like weapons, legally speaking) against other people on your own discretion, and by minors no less, so yeah it's a no-brainer to me. I mean, in a different situation they could easily have accidentally killed a villain who had done nothing bad enough to deserve it, or harmed/killed a bystander or eachother, just to bring up other examples of why the idea that "it's fine as long as it turned out right" is preposterous. Sometimes you DO have to bend or break the rules to do the right thing... but then you also take the consequences of that with it because the rule is still there for a reason... or you have a police chief willing to cover for you, I guess :p

The reason Stain's ideology is so interesting is because you can't say he's necessarily wrong. The second something altruistic becomes a 'job', helping people becomes the side effect rather than the goal. You can tell the MHA creator loves American super hero comics because it's something touched upon during Marvel's Civil War.

So while there is some truth to what you said, it's not perfect. That wasn't even Stain's argument. His was just about "heroes" acting unlike heroes. Todorioki here was essentially calling him a mutt cause thats the actual intent behind his tone. The first couple seasons of MHA are super literal in their translations in the Crunchyroll subs at least, and actually aren't as accurate to the conversation's dialogue a lot of the time compared to the dub. For the vigilante discussion I think it's important to remember that a vigilante in this universe isn't just a guy with a gun and a knife trying to help people but rather with a weapon of mass destruction.
Their heart is in the right place but especially Todoroki and Midoriyas quirks can destroy buildings if used improperly and without a proper hero license theere is no way to know if you have enough control over your quirk. Hell Midoriya doesn't even understand his quirk entirely (Thinking of the incident at the sports festival where he saw the former holders of One for All)
To this point the show sadly hasn't showed examples of how horribly wrong using your quirk without proper training can go so the Chief of Polices point is harder to understand.

I don't think the chief of police was worried about bending the rules or giving them discipline. If you hear his question "Are you saying it's ok to bend the rules as long as everything turns out ok?"
I think he's more concerned with the idea that if they broke the rules and it did not work out, then they all would have died and their supervisors would have been responsible for it. The discipline is 100% a part of it, but I think he more so just wants them to stay out of situations that might get them killed this early on.

  • @VladyO

Stain is an homage to the cliched anti-hero from the Dark Age of Comic Books during the 1990s, where the hero was often morally ambiguous, willing to use lethal force, used weaponry that had little to do with their often strange superpowers (if they had any), and were often motivated by revenge whether it's against an individual or society at large. Characters like Spawn, Cable, Ghost Rider, even Wolverine originated or thrived during this era.
But Stain is ironically inspired by superheroes of old, classic paragons that people could unambiguously look up to and emulate without worry. This was a sentiment carried by several superhero authors at the time that felt the genre was getting too cynical, the most famous response being Kurt Busiek's and Alex Ross' masterpiece Kingdom Come: a DC Comics epic where an aged Superman comes out of retirement in an attempt to stave off destruction caused by the new age of "anti-heroes" that emerged from the Justice League's disbanding.
Famously the story features a villain known as Magog, who is remarkably similar to Stain, being a 90s anti-hero pastiche who became famous for killing the Joker and inspired a new generation of young "anti-heroes" to follow in his example, lashing out at the heroes he once looked up to for not adapting to the times. Much like Stain to All-Might, Magog even asks that Superman kill him (though it was out of guilt over what he'd done).
Much like in MHA, Magog is shown to have a point, but Superman's return showcases why the world need a "symbol of hope" to begin with. Stain's debut only increases the importance of All-Might's role as the Symbol of Peace.
Kohei Horikoshi is very clearly a massive fan of American comics (as his own room of collectibles should attest to), but the Stain arc also showcases a very deep understanding of the history of the superhero genre.
Or it could be a coincidence, idk.

What the police chief is trying to imply is that yes of course the right thing to do is to save people, that's the entire purpose that heroes were created; to combat the rise of quirk related crimes. However, what he's trying to say is that when you might have explosions coming from your palms, or the ability to shoot fire and ice, or a power passed down from multiple generations gaining strength as it's passed; it's incredibly dangerous to make decisions based on your judgement less than a year into your training, it's vigilantism (which is outlawed in the MHA universe).
You can say that yeah its all good because Deku, Todoroki, and Iida stopped the literal hero killing mass murderer, but they just as easily could have misread a situation, acted on impulse and completely torched or brutalized another possibly innocent person (or even just went too far and extra-judicially injured someone who was doing something wrong). In a world where there is a potential for cataclysmic events to occur as a result of which genes someone is born with, everything has to be addressed with extreme caution.

This arc in specific being a big hint with stain and all that.
The government is Corrupt as hell.
most of their laws are biased and unfair and lead to shit happening.
the hero system is very much flawed and anyone with decent grades and a flashy super power can become a hero which is a pretty high rank in society.
the majority of laws completely disregard the quirkless and have made it nigh impossible to use your quirk in any way that won't make you a villain/vigilante.

Ah the Stain Manifesto. The first big tremor to shake the world of MHA.
The interesting thing is that Stain isn't actually wrong in his beliefs as we've seen so far and will see in the future. The problem is that he takes those beliefs to the extreme. Unfortunately as pointed out, those beliefs and Stain's charisma have gotten out to the public and now resonating with the villains and outcasts looking to take a piece of the world.
And we've gotten our first look at some of the new League of Villains members. I have a feeling you're going to like most of them, especially Toga and Dabi the Charbroiled Scarecrow. There's a few more major members that haven't been shown yet but I think you'll like them too. Most of them are pretty enjoyable characters which continues to be one of MHA's biggest strengths, creating interesting characters that we want to watch, even if they're villains.

The point the Hosu chief was making is, "Even if it turned out good for you, if we as the police don't enforce the law, what happens when someone else does the same thing and it ends badly?" It's the job of the law to be impartial and set boundaries. Unregistered minors acting as vigilantes could just as easily make a situation worse rather than better. If the police show preferential treatment in some cases because "It worked out well." That will be seen as them supporting vigilantism.

If it just kills the attacker do we then go "it's cool cause only the bad guy went down" when the action itself is reckless endangerment of all involved?

All beware Shoto, the great destroyer of hands! :P
There is one thing in which I agree with Stain: Hero should never have been used as the name of a profession, which people work as a job. The word originally meant someone who goes above and beyond their duty or who help even when it isn't their duty at all. But in the HeroAca world, they use hero as a word for the job.... so what do you call people who fit the original meaning of the word?
Also we know that some real world heroes, had their fame go to their heads, turning them somewhat controversial later. Did nobody think that having hundreds of people constantly being called heroes, might lead to a couple of ego-trips of the unfortunate variety?
Quirk brigade, or quirk division or something or an entirely new word would have prevented someone like Stain rising up from the very start, if nothing else.

While I do understand why Iida did what he did(I think most people wouldn't be able to sit still if someone who harmed their family was in front of them), I'm glad the story isn't trying to make it seem like he did the right thing. Stain, a literal murderer, had to point out that Iida was so blinded by revenge that he was literally neglecting an innocent life that needed to be saved. Tunnel vision as a hero is dangerous. Had Izuku and Shoto gotten less lucky during the fight, 4 people would've been lost(or, 3 since Stain wasn't trying to kill Deku) instead of 1. It would be different if the fight came to Iida and he had to defend himself. But he personally went to Hosu to find Stain and THEN sought him out in a dark alley. So yeah.
But anyway, we have new villains coming to join the League. Shigaraki doesn't seem too happy about it. But only time will tell.

"Now that's just wasteful." I'm told he canonically plays LoL as a try hard, so....
I see how everyone else is explaining that the rules are a big deal, especially with Iida's intent, so I'll skip that part.
"What the dog doing?" Running a tight ship as best he can.
And now Stain's been tied to the people he wanted nothing to do with. Which is such delicious irony because if there's one thing he might hate more than alleged fake heroes (though there is definitely a diluting of the heroism), it's villains.
Ah, enter disgusting old staple face. Why people think he's hot is beyond me.
I'll have things to say about schoolgirl later.
Radio Man.... well you'll have to wait and see.
Bakugo would probably have a melt down at hearing Deku helped deck a villain while his tempermental but was stuck staying put.
4th kind must be stubborn to keep hitting them when they can armor up faster than he can attack.
For Momo, the commercial was the bad appetizer selection of this internship.
Gunhead is a surprisingly supportive sensei.
Torino will always be sensei to All Might.
Time has roughed the image of Stain for me. He has points, but he could be doing so much more to make them known conscience or not. He could be far more of a monster with a message than murking low level randos.
Stain has unwittingly become a beacon for the LoV. A magnet to those who idolize him. Oh how he'd scream if he knew that he was inspiring more villains to not only rise, but join together.
All For One. A name that speaks to a monster's aim.
A back room arms deal for an age of licensed capes... though honestly..... some quirks are seriously outclassed by firearms, or could utilize firearms to drastically enhance capability.
All Might is not Batman, he's Superman. But without a League.
Stain gave up on peaceful reform, and there is one highway left after that. Violent upheaval. Though he could have lashed out at the companies cashing in on hero branding to better make his point. Regardless, he has enraptured people with dark minds and lit a fire under the old guard of the shadows. And things shall not settle back into the old status quo.

fact was, they are NOT heroes. they are kids, still learning about their ability and how to control it. without control, they could VERY easily hurt bystanders, themselves, or criminals. this is why they are supervised, and they ignored that. they were just lucky they didnt die or kill someone, as they are not at that level of ability and control yet.

You can kinda say that the Hero killer left a stain in the story that enabled it to be overhauled and gently rebounced in a completely another way than before solving the lack of villains in the league of villains. It kinda liberated it. ;)

This episode annoys me 1. Because an innocent man would’ve died had they not intervened as the rules would’ve dictated, but more annoyingly because 2. The pro hero who was almost killed almost certainly knew this rule and at any time could’ve sanctioned their actions in the moment making it a non issue or at least lied after the fact to let the kids that saved him off the hook

I reckon Alicia would like "villian Deku" fan comic where it explores the hypocrisy of hero society more with the what if....
Instead of being given One for All hero society demonises Deku as a reckless kid who endangered a situation by charging in so that hero agency can protect the image of the heroes there unable to act to save bakugo
This basically ruins Deku's life & in his despair he's one of those inspired by the hero killer & joins the villains as a quirkless strategist
Seen some pretty good villian Deku stories though too many spoilers in them to check out until much further on with MHA

Loved the episode as always and yeah the scene if Deku and URaruaka is too cute, innocent beans the both of them and Gunhead is happy for other people good things cool guy. Also I think All might is more like superman, difference being All might is the simbol of peace, his pressence alone makes villans doubt of doing anything, Whille sups is hope, that all will be good at the end that there is a way out and that good always comes out on top. Still both cool and insipiring heroes. (please people no war in the responses you would think it is not needed but I have seen them start so NO)
Now *SPOILERS* sorry Alicia area not for you until much later like 5th season so there is a long way
JAJAJAAJA Alicia como haces loca, jaja she is too good at guesing things AFO might not have planed for Stain but he is an Eizen level fucker, he has a plan with multiple ways to result and multiple plans for each outcome, and on top of that backup plans for them and backups for those and the list goes on for a while.

This is one of those times where I can't help but get a bit political, as this speaks to an issue within this entire society. Every person has the right to defend their own person, and those next to them, by any means. When you restrict that in any way, then the advantage goes to vicious, predatory people, turning good, innocent, law-abiding people into their prey. That is tyranny, and it endangers people on a massive scale, despite being supposedly done to "protect" them. You cannot keep people safe by depriving them of the means with which to fight back.
It is enraging to see the people who stepped up and brought down a violent criminal be threatened by the law.
And that is an honest reflection of a government which deprives its people of guns, among other things. Every notice how rare those are in anime, where they use knives instead?
