If anyone is having this issue when installing to other drives that's not the C: drive, try this: Windows Start Menu > Storage > 'Change where new content is saved' > Change the 'New apps will save to:' to the drive you wanna install the games in. This is what did it for me 💯

Just want to note that the power shell worked for me as well but if you have drives on your PC that don't have admin rights on specific users this may still not work. I had to give admin rights to all my drives connected (local PC) for the windows user that was using this app for it to work. If you have drives connected to the user that give (access denied) prompt, the app will get stuck and not display any download drives at all.
Powershell worked for me. Why couldn't I find this fix on the Microsoft site? They give us an error code, the error code should be a link that takes us to the fix. Normal non-tech folk like me would never be able to figure this out without help from folks like you. Thank you
