Yaptım çalışıyor. Teşekkür ederim. 680uh yerine 1000 uh taktım, 56r direnci 33r yaptım. 56r olan direnç hızı ayarlıyor. Çok düşük olursa led sabit yanıyor.

I am confused - what is the forward voltage of the red LED used? Most are greater than 1.5V. As the battery voltage lowers, how does this circuit increase the voltage across LED without an inductor?

2 capacitors are charges first and they are connected in series .
1.5 + 1.5 = 3v
