I don't think this is my favourite episode, but this is one of the most Important TNG episodes for me, solely for Picard's speech to Wesley in Picard's room, "The First Duty of every starfleet officer is to the Truth" - that to me is the bedrock for how I see Star Trek - if it can be destroyed by the truth it deserves to be
It's a pretty unremarkable episode overall, but that speech is excellent. I completely agree with you that it serves to underpin the ethos of Starfleet but also Picard as well.
It's hard to talk about it without mentioning spoilers, but the main LD character being friends with someone from here makes their character more understandable.
It was a dangerous maneuver ordered by the flight leader against the rules but at the end of the day it was pilot error. The others should have reported the leader when he first suggested it but at the end of the day the leader takes the fall and the pilot committed error.
Part of the reason Picard got the heads up is because he helped sponsor Wesley's admission to Starfleet Academy, and Wesley was an acting ensign under picard before he went to the academy. Not including his personal relationship to the Crusher family as well
I like this episode a lot. I really liked the scene where Picard gives Wesley the ol' dressing-down - it's one of my favorite Picard speeches in the whole series. If this were a different genre/medium (like a cartoon), you'd see Wesley shrinking in size as Picard gives him that epic tongue lashing. It might be the only Wesley-focused episode that I consider "really good."
I never hated Wesley but he was an annoyingly written character who always "saved the day" due to his genius. This episode was a great way to humble him instead of praising his shenanigans. I love the interaction between him and Piccard.
It's not the last time he gets a dressing down like that by picard. That being said with hindsight/ because of the movie insurrection picard seems a bit like a hypocrite for the way he lectures Wesley that episode( the next one he appears in called journeys end)
I think the thing that we as an audience missed was what would starlet academy be like for a smug acting einsen from the flag ship listening to hypothetical theories of space travle from retired star-fleet or professors that had never seen space combat. Having to turn in papers that match the theory of the professor vs his experience.

Yes i think all aliens going to Starfeelt have to go to earth to join Starfeelt. It's a weird situation but Starfeelt is the space branch of the federation. But Starfeelt hq is also located on earth. From what I understand every planet has their own separate space branch except for earth which seems to have Starfeelt as its branch( this is probably an in universe reason as to why most of Starfeelt personal look human on screen as aliens in star fleet are not as common as humans)
The Federation is based on and dominated by Earth, so of course Starfleet is there, but id assume they have satellite campuses on other Member planets, at least on the big members.
I always felt like they should all be expelled simply cause they lied, like doing the forbidden stunt, like that's one thing cause cocky kids will be cocky kids, but the minute they lied there has to be some kind of honor code at Starfleet academy that basically says like an officer has to be honest or they can't command, like can you really trust any of them when they were all willing to throw their dead friend under the bus.
