      he’s atop the dam filming the floor. you can see ladders near the top of the shot

      Dams create slow moving or even non moving sections of water in an otherwise flowing river. Slow water drops all of the dirt and other stuff it's carrying. Which builds up behind the dam as mud/silt. This is the opening of a gate at the base of the dam, and the water is shoving all of that built up mud down stream. Cleaning out the area above so that it stays full of water, and not full of mud.

      @@martyb3783Beyond what arion told you - these are radial arm spillway gates. They're very common and you should be able to easily find more info about the type.
      In the opening shot, the surface at the top of the screen with the ladders is the back side of the gate. The massive steel beams on either side are the arms. They form a pair of V's that connect to and rotate around a massive pin. The pins are in the very bottom left and very bottom right of the video.
      The gates are lifted by a pair of beefy hydraulic shafts. You can see them pretty clearly @6:29, though this is from the opposite perspective from the opening shot. In this sequence, the guy filming the opening shot would have been standing on the walkway with the railing.

      If gold is in this silt it is not possible to get it I think

      ​@@Kashmir_explorer786Look up "gold panning" the silt from glacial runoff is that fine as well.... That type of silt would be perfect for gold panning.

      It would cost more to extract than the gold itself is worth. Not cost-effective.
