You can see power of water pressure.

The only excuse for not cycling the spillway gate more than every three years would be the gate was somehow broken/disabled or the spillway itself was undergoing some sort of rehabilitation/reconstruction. In any event, if it was one of those cases the gate and/or spillway were damaged again. Plus the downstream waterway is now all silted up and devoid of life.
