You are correct about OE but you get all the aspects of it wrong. People who o e are taking advantage of bosses not giving them enough work. They put in high-quality and they do as much work that is expected of them. They just don't go above and beyond because it's not worth it. The goal of a good overemployed person is to meet expectations and nothing more. As far as I'm concerned if I'm meeting expectations what else I do is none of your damn business.
OMG - lumping all overemployed people together is silly and makes you sound like a hater. That's like saying that you can only have a Twitter account but not Twitter and a TH-cam account. As long as the employee is performing as expected, then why do you care what else they do? As long as the two positions are not a conflict of interest and there is no compromise in security then there should be no problem. Holding people back who are able to perform to your standards and simultaneously handle another position is a surefire way to cause animosity and breeds contempt. Oh and by the way animosity and contempt are some of the very reasons people seek overemployment in addition to the extra money that you definitely are not going to pay them.
