There are MULTIPLE Chosen Ones. We know of 3, Revan, Anakinn, and Rey. They all brought balance within the force, just they only couldn’t keep the Force balanced because of the true nature of sentient life-forms.
I’ve actually been skirting on the idea that the Force itself is the main antagonist of the universe. If no one actually USED the Force, there would be balance. The same *could* be true with equal Light and Dark users, but that’s now out the window with anything outside of the main 6 movies. Originally, there were too many Jedi, therefore, Order 66 was initiated. By the end of Episode III, there were only two Sith and two Jedi. Equally Balanced. By the end of Episode VI, the Sith was ended and there was only one Jedi. This is still unbalanced to a degree, but, there are two ways to look at this: 1. One is not an unbalanced number. However, Luke always struggled between light and dark, so one could argue that Luke learned to balance the two sides within himself. 2. Luke could have cut ties with the Force so that there were no longer any Force users left. Balanced. That’s how I used to view things, but now we have all this extra stuff from Clone Wars to Mandalorian (the sequel trilogy is not canon and literally no one at all will ever get me to change my stance on that, not even Lucas or Filoni), so none of what I said counts anymore UNLESS you’re only a movie purist. That’s is my particular point of view.
Just a sudden thought, could Grogu be Snokes mysterious apprentice? Ashoka said that Grogu was afraid, so could he of eventually gone to the dark side? Again, just a thought.
Isn't your count a little bit off, with regards to remaining Jedi? What about Ezra Bridger? Dave Filoni has stated that he is still alive although he did go totally off the galactic map. Also there is Jason Syndulla to consider. Nothing has been put out there as to whether or not he inherited his father's abilities. So I think it's safe to say that a lot of things are still up in the air.

I believe Luke brought balance to the galaxy, in Return of the Jedi. Throughout episode 3, 4, 5 and 6 it was very apparent that the Sith wanted to kill the Jedi. And the Jedi wanted to kill the Sith. Anikan saw the hypocrisy of the Jedi, so he turned to the dark side. But doing so, he continued the circle of violence. Luke however exceeded the Jedi. He didn't do what Obi Wan and Yoda wanted him to do. He didn't do what Darth Sidious wanted him to do. He didn't loose the fight, neither did he fail his mission or gave up. He gave in. He realized striking down the Sith was just another form of hatred. So he threw away his light saber, because love was the only way. And in that moment, with that act of mercy the balance was reestablished.
It is simple after the Jedi Purge there were 2 jedi and 2 sith (Ashoka is a grey jedi meaning she is part of both). So the galaxy was jn peace for almost 20 years but then Luke became a jedi and there were no sith so unbalance. Therefore for balance the jedi and sith both must end or both be the same.
I agree that Rey indeed has what it takes to be a Je'daii because she herself is balanced (her new yellow lightsaber is a visual representation of that) so she can teach a new generation of force users how to be balanced thus breaking the cycle of conflict.
There are two stories the EU and the current Disney version where a space ships collect all force sensitive users. I like the EU better that a Jedi find a new way to the force a dark force, the others rejected this method and cast them out. They were call the Dark Lords. While they cast out they found a red skin species call the Sith.
I myself would probably be out of balance as of being a force user because ADHD Aspergers And BPD would make me too curious and id probably dabble in the darkside as soon as im pissed off lol

I felt like the new teoligy wouldve worked well with the plot finalizing the user overcoming light and dark push/pull dynamic and bring the balance . But i wish they dodnt go woke and have so many plot contrivances and such. Your explanation it seems like it came full circle instead of anakin bringing the balance , someone finally finished what he couldnt . Preferably ending the saga there and make prequels and such , like jedi survivor and fallen order. We have so mich gaps between movies and shows and we have so much lore . Might as well run with it

I think that what had happened was that the Jedi had become so rigid and extreme in its ideology that it created an equal and opposite order in the Sith. This conflict was what pulled the Force out of balance and made the destruction of both orders necessary.

As balanced as Qui Gon was I don't think it would have stopped Anakin from becoming Vader it definitely would have made him more dangerous though.
