@@MattHer86 the glow can be! There's only one small deviation but I don't remember the exact setting. I think the Apply Image step is the difference. You could darken the photo manually using a Curves layer and then set the blend mode to Screen and then blur it.

I'm waiting to get today my Canon 6D Mark II to go out at night or post raining nights to take some shoots and start to be creative on cyberpunk style
