He's pretty much the personification of human peaked abillities both physically and mentally if they have the time, energy and money as he does. He was in the army and trained by captain america, jason was trained by the world's greatest detective and mystical assassin's and mercenaries, some of which were the best in their fields. Strength maybe, but jason has way more durability and martial arts training. Any guy that can go toe to toe with batman says something. Okay I never saw those, but I do agree that jason wouldn't beat punisher without prep time and access to his full arsenal.

That could very well be one of the most epic fights ever. But good lord could you imagine ghost riders penance stare on spawn? I know Spawn generally goes after the bad guys but innocent people get in the way and those badguys tend to leave families behind. Still, that'd be a bad ass fight.

When Nightwing was still a kid (and still Robin), he faced off against Deathstroke on many occasions and defeated him. He's also squared off with other assassins and fought them to a standstill. Him taking on Winter Soldier is almost something of a specialty of his: fight a deadly assassin and bring them down.

Nightwing : Master of hand to hand combatant and martial arts, peak human condition, master acrobat and aerialist possessing a peak level of agility/acrobatic skills.
The way I see it the Winter Soldier have more advantage in strength because of his cybernetic arm. With that, he could defeat Nightwing with an ease.

Nightwing interrupts the session and warns Rose that her new Kryptonite eye will slowly poison and ultimately kill her. Deathstroke and Nightwing fight some more, until one of Slade's hand grenades tears a hole in the side of the compound. Nightwing leaves.

Bucky himself has stated to be really inferior compared to Cap, on the other hand many people could argue with actual comicbook feats that in terms of physical prowess and hand to hand fighting skill Nightwing might be the superior Batman.
