I think that happened in Batman Earth One comic series.
Batman actually did try to help croc out at one point, getting him a room, cleaned up and everything, even tried to help him to find jobs. But that failed due to how everyone was towards croc so he decided to resume being a criminal instead. Poor guy, even when given a chance to have a normal life, no one accept that chance.
I always loved the storyline where he was a protector of a homeless community, like he was their leader and bodyguard
Always loved Waylon Jones everything from his rare skin condition (he's not actually a crocodile) to how relatable he can be with his troubles and mentality to the way he's treated.
I belive he's one of the best written characters.

Having a sad killer croc would be a great but sad ending for a batman movie, you would see the police and people on the streets celebrating while batman feels as if he is no more human than the "monster" in front of him.
With all that happened to him especially when he was young with that little girl that died it makes you feel bad for him. If I were Batman Waylon is the one person I’d go visit in Arkham at least once a week to visit with him
