This loki is from 2012. Thor ragnarok happened around 2016-17. So both lokis are different. Maybe if this loki would have not used the tesseract and stayed in his timeline he would have learned how to enchant eventually and then enchanted Valkyrie

Wandavision had filming issues from covid. The Memphisto connection in wandavision isn't as strong as the kang connection here.
