Can someone with more electronic knowledge chime in here? On the bottom of the board, it looks like the slots and chips are just soldered into it, but they don't actually connect to each other. Like they put a bunch of cartridge and controller ports on a green circuit board to make it look like it's a working product, but it doesn't look like it'd actually do anything.

If I were them, I would have re-filmed the whole thing to show it working in action smoothly and for higher quality. If you gotta struggle to do everything, then have some jump cuts because of whatever reason, then like you said the presentation looks like garbage. That's all assuming they are not being deceptive. If they are, those things you talked about are big red flags. If it's a non-working prototype, then say it and wait to do gameplay footage until it's ready. Their video does nothing for nobody.

What stands out is that it has a compact flash card instead of a more modern SD Card. I hope that's a prototype thing because most people don't have readers for that now.

I feel like they're running all the games in the video on a pc with KEGA Fusion or some other emulator and switching the video signal on the TV with every jump cut. This is more like a proof-of-concept video than a demo. Good idea, terrible presentation that screams SCAM.
I'm not that technical, but... There's only 1 FPGA. There are multiple cartridge slots. All cartridge slots are connected to the FPGA somehow, so it can read the cartridge data. I guess some pins/lanes of the FPGA will be shared/connected to more than 1 cartridge slot. How can it read the correct data if there are cartridges in more than 1 slot?
I don't think this is real. Why so many usb ports? Why 2 hdmi ports. Looks like it has a vga port and av outputs. Internal power switch?? runs off of a compact flash card?

Also, there is no case, so no guidance for inserting the roms, I understand why he struggles, but in fact the should used a full product with a cage to show inserting would not be hassle at all. The point I am distracted with is the fact the gui is always present even while in game? If I want to know what controllers are installed I would just look at the console….

The jump cut is probably cutting out the time to dump the cart as a rom then the fpga loads it, like a MiSTer.
