Each state cannot rely on federal budget to develop. If they didnt find other sources of revenues or taxations, the coffer would always inadequate & progress would be too slow. If Penang wants to be vibrant, more beautification & revitalisation projects must be done. If no money for LRT, pls opt to ART instead, cheaper and faster to implement. If we wait till 2026 to complete, other cities will already ahead of us like Bandung, Saigon, Pattaya, Cebu etc.
