You can set up the smallest infinite looping machine with the divider. All the other operator machines only output 1 number for 2 inputs, but if you feed just a 1 and a 0 into a divider, you get a result of 0, and a remainder of 1. And can feed those two results back in as the inputs and it goes on calculating, correctly so, that if you divide 1 into 0 parts you would get 0 with 1 remainder ...
As someone who also made a maximum production setup, what's your reasoning for using 10^n * a + 10^(n-1) * b + ... + 10^0 * z (base 10) instead of 2^n * a + 2^(n-1) * b + ... + 2^0 * z (base 2)? I find base 2 super easy to program because you just route the belts to a big adder that adds up to 31 numbers then poof. It's even possible to make the programming automatic with the belt priorities like you showed (instead of 2^n, 0 takes priority and adds nothing to the output number). And there is no need for multipliers in the chain either.
I wanted to write something smart but your comment did all the explanation. I learned binary but my intuition would have led me to use decimals as well, this is some outside-of-the-box stuff for me

Binary works absolutely fine! I've just made it. Although I'm only at level 16, got everything up to 512: 1, 2, 4, 8, 16, 32, 64, 128, 256, 512 Even wrote the code that turns every number into its binary components For example, 511 = 256 + 128 + 64 + 32 + 16 + 8 + 4 + 2 + 1 (although i did subraction for that: 512 - 1)
