@@Josh-gv4lc Yes. But the first step is to identify the university that offer your program in English. Then we can take it up from there. Application for the next scholarship is via two routes- embassy/university -recommended route. Basic documents needed include; transcript, certificate, international passport, essay, study plan, academic CV, IELTS and publications depending on the university.
In addition, reference letters from your faculty Dean and former professor's will be needed. Also, the application to Japanese universities usually take the form of filling the forms online, print them out, notarize your cert and transcript , seal the reference letters in separate envelope and enclose all these and courier to the school via DHL or FedEx. Many schools requires application fee. But like I said, once you identify a potential school and your course will be taught in English, it will be easier to start
