It's pretty damn easy to get the 9950X performing equally to the MAXIMUM performance achievable with a 7950X (with normal, non-exotic cooling - I use an arctic liquid freezer III 360) at 60% of the power usage. I know, because I have both of those CPUs.
Getting it to run with 60% power yes is easy, running it at full throttle is another story, I've got a 420mm corsair h170i AIO and it wants to run at 85-90c full power.

When I say maximum performance level of my 7950X, I mean a CineBench R23 score of 40,253 after a 10-minute benchmark run using 164.5 Watts of CPU power. With my 9950X, I get a CineBench R23 score of 40,402 after a 10-minute run using 99 Watts CPU power. I seriously doubt that you have seen anyone beat that. I have been running my 9950X at that level 24/7 for most of the time I have had it.
It depends on whether you are buying 1st or 2nd hand. 5900x's are great CPU'S for Mining, and with 2nd hand pricing, you can get them really cheap. Obviously the higher series you go, the higher the hashrate. All depends on how much you want to spend.
Appreciate that! 3900x's are good also for the 2nd hand price. Depends on all your settings and overclocks. In Theory you can double your hashrate with a 7950x compared to a 5950x, but you'll be using more power. Have a look on hashrate.no at the different CPU'S and you can see the difference there on a number of different CPU'S
