One of major archeological proof for Kushan not being Buddhist comes from Tokri tilla. Inscription here named this settlement Devakula. Deva was East Persian Aryan offshoot of Bactria and Sogdia that competed with Ashura of mainland Persia. All artifacts in settlement of Tokri tilla near Mathura are of Bactrian gods not related to Buddhism. Few of these deities later turned into modern Hinduism pantheon with new names
