That’s also why i preferee dbs vegito fighting and struggling at 100% Broly Z and Gogeta Z were the two most OP and scary characters, destined to fight

You need to collect all 7 dragonballs in the story mode. Then you can get the Breakthrough capsules for a select number of characters from Shenron. Most can be equipped for the Ultimates to be usable. Except for Fusion characters and Majin Vegeta. To access Majin Vegeta, you need an item called Babidi's Mind Control which will activate once Vegeta is knocked down with one bar of health left.
