How/when is it used _instead_ of a (short) dropshot? (DS)
The extra hardware must have a benefit ... right?
My only guess --> Less line to get wrapped around something ... where a DS might.

Correct , use the Tokyo rig in heavy cover , or around boat docks and overhanging cover where a dropshot is not easily placed on the cast.
