If he didn't have media support, another approach would be to file a small claims case and force the hospital to send a legal representative to court. That would motivate them to take you seriously. And I'd ask the judge for $1,000 in damages for your troubles.
Trying to solve such disputes over the phone is ridiculous where every call forces you through an automated answering system and then hold time that can seem like forever. Once or twice might be tolerable, but every single time you call....
