If the Avengers existed in the real world, I think Tony's right. Having a team of superheroes without any restrictions would be incredibly dangerous. However, in the MCU, I don't think there's any way oversight could possibly be a good thing. Almost every political figure ever shown in the MCU has been corrupt or a villain, and because of that, I think Steve's right.
The problem with this is that the Sokovia Accords like Cap said are run by politicians and politicians can be bought/blackmailed also if you look at the Accords themselves. They actually are unconstitutional LegalEagle did a review of them
Among the reaction videos to the Road to Civil War supercut, this has to be my favorite, speaking as the creator of the video. Thank you guys so much for taking the time to watch, react and argue about this.. So Cap is basically against the accords which is gonna assign the UN to tell them where they can go to save people because UN has people that have their own political and personal agendas and might send them to fight somewhere they don't want to go or not allow them to go somewhere they're needed. He thinks the choice should be theirs. I can dig that. Governments will always have their own political and personal agendas.

why should that choice be theirs? who died and gave them the right to go into wherever country they want and choose which bad guys to go after? it's funny to me that people cry in this day and age about government accountability or police accountability but you put in superheroes and suddenly accountability shouldn't exist? Nobody gave them that right, they gave that right to themselves, but just because they have powers don't mean they should be allowed to do what they want. who's to say Cap won't have his own agenda and bias? who is he to decide what is right and what is wrong? isn't this just another American imposing his belief system on other people around the world? isn't this just imperialistic thinking and well intentioned dictatorship? International rules exist for a reason, passports, visas, regulations, they all exist for a reason and it's not so Avengers can just flaunt it and do whatever they want and ignore the rules. the UN can barely get a few countries to agree on anything for any period of time, that's why any process takes time yet 117 countries are concerned and you just want to ignore it because Cap is always right? it's such ignorantly and dangerously arrogant

From what I'm hearing, the writing in this movie on both sides is incredible. I'm team Iron Man and I really want the movie to change my tune with the argument. I want it to change everybody's tune. That's how history we had with these characters should pay off.

+Михаил Затрутин Think it this way. It was NOT Avengers who played with cosmic cube. It was SHIELD. SHIELD was government funded and supported global security program. Also corrupted by Hydra. SHIELD paid the price. They're no more official. They work on shadows now. What government (Council actually) wanted to do? Nuke Manhattan. Military would've probably ended up to do same thing when realizing that they cannot match those aliens. Avengers were there on first line of defense. Police and military were there too. Doing exactly same as Avengers. Saving people and fighting aliens. They most likely also caused collateral damage their weapons because that was complete chaos on streets. Also police can hit people with their car when chasing criminal.
So events of Avengers and Cap 2 which were caused to begin by government supervised program. Cleaned up by Avengers.
Ultron was because of Avengers (Tony actually).
People say superpowered are living weapons and threat and should not be free. Any normal human being can be potential threat. Anyone of them can blow bomb, fly plane to building or start shooting on streets (especially in america).
One thing people say Avengers should be working for government to have tactics and smart play. Captain America is WWII veteran who is Captain but actually is far more tactics, leadership and experience than any average military Captain. So they have tactics. Only difference it is difficult for military commander to plan tactics for superhumans.
Then people say supervised and authorized is better. No. Supervised and authorized only limits their ability to do good. Because authorized and supervised action can also cause collateral damage. What if you could save people? But supervisor gives order to stand down. People die because you followed orders.
Villains can still cause as much damage as they would with free running heroes. Only difference is they answer to government. That doesn't necessary change the result. By this logic collateral damage caused by authorized and supervised action is acceptable but freely done solo action isn't. Insane logic.
Latitz my opinion is fundamental in general. I like Steve Rogers as a character way more than I like Tony Stark and I've been team Iron Man even in the comics, where they did every possible thing to make him a villain. Way too often people pop up in society, who are just crazy, some are just ticking bombs waiting to go off (even among the Avengers), some are just easily manipulated. Oversight can be incompetent, sure, but it goes both ways. I appreciate your effort to explain your vision on MCU, but I stand by my point.
For me, it's just like Iron Man said in the comics - Steve knows tactics and knows responsibility, but not everyone is Steve Rogers, if everybody was - nobody would need this oversight.
Besides, from as far as I can tell, in MCU version of Civil War (as well as in the comics) half of Cap's team are with him because of him, not because of his position. They stand by him as a symbol, not by his ideas. Who's to say they share everything he believes in?

In the end making Avengers under supervision and authorized doesn't change the outcome. It only let's government control them. Are Avengers as effective under orders? No. Because government tends to take time to make their decisions and sometimes that time is deadly.
Latitz I've already said that this all only if you assume, that oversight is incompetent - but for all the heroes just because they have super powers, doesn't mean that they are competent themselves. Whoever would take charge of oversight would be people with necessary skills and experience. This doesn't mean that there wouldn't be any collateral damage, but this doesn't mean that collateral damage would be bigger either. And it would put more faith in them - right now they are indeed vigilantes, people don't really know what's going on in their heads when shit goes down.
I don't deny that there are also a lot of ticking bombs among average people - I don't live in US to talk about it, but the law making purchasing weapons available for everybody regularly backfires. I'm all about reasonable control over masses - there is a VERY thin line between freedom and anarchy.

I'm not getting why there are regulations placed on the Avengers's actions, but if there were no Avengers then the world would've been in chaos by now. People die anyways, Avengers or not. Avengers are super-beings who at least suppress the damage for the world. If this was handled by the government only, it would have been worse (like trying to nuke New York).
I agree at the very gist that superheroes must have a regulation with regards to maintaining certain actions because of destruction and liabilities. But controlling the actions of the super powered beings by the MCU's government? Hell naw, they can be used as attack dogs under the illusion of 'protecting civillians'. I sympathize with Tony on an emotional level but I completely agree with Cap.
I wonder what does supervising and control freak government gonna do when Thanos gonna pop up. :D Guy who could alone destroy planet earth with his bair hands. Guy who could throw around Hulk and Thor at same time. Not to mention Infinity Gauntlet which gives him power to wipe out solar systems.

the reason i'm team captain america is because the government shouldn't control them. Yes they fought battles and YES many people died. but think of how many would have died if they weren't there to stop people like ultron and loki. And the government can't be trusted after winter soldier. They didn't even know shield was actually hydra. And we don't if other forces could be controlling the government. Most likely if they were controlled there would be an event that would kill millions and the avengers either would not be deployed OR they'd be deployed to late. I'd much rather see a few hundred people died while the avengers save the around than to see millions die. that's why i'm team cap

fact remains, if you think that armies, government, and police should have regulations and be accountable and answerable to a higher power, to the people, then you have to accept that Avengers should be held accountable just the same. just because they have powers and tech doesn't mean they get to decide to act whenever they want and wherever they want - that's the kind of good intentioned thinking that makes for dictators. fact remains, if 117 countries around the world are concerned that Avengers can just go into whatever countries, cause a bunch of collateral damage and then go home and forget about it, then there is legitimacy in that concern. just because we watch these movies and we love Captain America doesn't make him right. Steve is actually dangerously arrogant, he talks about his right to be an Avenger and do what he needs, yet who gave him that right? he's fighting for a right that doesnt belong to him. Hell if he has powers and that therefore means he gets to do what he wants, what's so different from me getting a bunch of guns and make a team and go around the world taking out whatever bad guys I feel like? there's a reason that even soldiers and cops, when they fire their weapons and save lives, they go through a review process - the Avengers literally don't have that, they aren't answerable to anyone and that is a huge concern.

Sorry, but nope, Cap is the way he is because of Dr. Erskine, who came up with the Super soldier serum. Howard Stark was just like a technical support etc. Cap doesn´t own the Stark name anything. He has been helping everyone clean up Tony´s messes, because almost every time Stark had a direct hand in creating his villains, who he then had to fight and that caused a lot of damage. Cap is just saving lives in the meantime, not being responsible for more damage. And the Sokovia accords are in a lot of ways because of Ultron, that Stark created, so he is the one responsible for all this shit that is happening right now.
+Trevon Roberts,Jr lol, I am pretty sure, that they didn´t whip up those thick ass accords in a few days just because of the Lagos events at the beginning of the movie. So it was because Sokovia and Ultron was the last straw and Stark created Ultron, so he was directly responsible for what happened next...

How this movie is written, it's just top notch. I mean if you don't find yourself going back and forth on either side, then I'm sorry but you're just being incredibly stubborn at that point. For me it wasn't about who was right or not, it was a team, a family being torn apart and at the end I was hopeful but still a little sad.

Ok, if it was not for the avengers there would be even more loses. Tony stark created ultron because he wanted to make something to help defend the earth when the avengers couldn't, but he took that shit a step further and created the ai and we all now how that turned out. I now he wants to take accountability for his and everyone's actions but at the same time you need to think about how many more lives would be lost if the avengers did not do what they do. if the UN got the avengers in there pocket that means they got full control of the avengers. if there is a threat and the avengers had to sit it out because of there restricted access more lives will be taken in the process. I know people died while the heroes of the world "save the day" but innocents die in war all the time but you still fight to save everyone cause that's what heroes do. We don't forget about the fallen, but we fight for people so they can have a chance to live and that is why I'm team Cap.
