Putting too much violence or overpowering a villain can degrade movie ratings or even put age restrictions on movie by censorboard. The way they have casted characters is quite commendable and they must be motivated to bring more masterpiece.

Te main power of Kang is to travel in time and he is using advanced weapons from the future in the battels with Marvel heroes. In the quantum realm he could not travel in time and he did not have all the fire power arsenal. If you think about it, he actually is too strong considering the resources he had.
