+TheKenjoje he actually doesn't. I watched an interview and he said that he does it because he likes the wavy flowing sound he gets playing like that rather than the distorted sound from regular picking style
Christian Dinero not sure, but certainly very unnatural for fast playing of staccato or for any picking, but that one in partivular

Got to see Megadeth 4 times and met Dave twice. Dave’s a truly down to Earth kinda guy! The first time I met him I had just gotten out of serving in the Army! I was a bellman and the Daytona beach Hilton and he pulled up with a bunch of people! He autographed a Hilton pad and gave me an autograph pick! I went in to show this hot chick at the front desk who had a pen in her hand and she scribbled right over it lol!
