the sites you visit store facebook cookies on your browser essentially so facebook can see some of your internet history. But this is only for websites who choose to be a part of facebook's program. Websites will opt into this program because they make more money.

We don’t know who we are targeting until they buy from us. Not sure why people are so weird about interest targeted ads.

From what I understood, advertisers don't directly have access to user data but instead Facebook uses its own algorithm to match users(based on user data gathered) who might be interested to what the advertisers want to advertise. The question is do the advertisers then know who the algorithm matched them with or not?
This is sad. They didn't do their homework.. I've run an ad on Facebook. I can't see anyone's info. I simply key words like "dog lovers ages 19-37", or "pet toys" & because I'm selling pet clothes & toys Facebook controls & only shows my ad to people who are interested in those type of things anyway. I simply key words like "dog lovers ages 19-37", or "pet toys" & because I'm selling pet clothes & toys Facebook controls & only shows my ad to people who are interested in those type of things anyway. I have no idea who the people are that's seeing my Ad besides country location & gender. I thing the government just wants to gain control over all of that user data.

That's exactly right. That's what I'm trying to tell people. The government is targeting mark as an opportunity to continue covering up how involved they already are in our private lives.
