Nothing is said about CGI, but I'm not sure, because this scene isn't mentioned. I can imagine that they at least "pimped" the scene with CG, but pure CGI seems to have been barely used throughout the complete movie.
I've ridden the Batpod in Warner Bros studios. The studio tour was a heaven for Batman fans when I took it 5 years back. It had all the costumes, vehicles, and items from Burton's movies to Nolan's.
And what would they achieve by simply shooting at Batman? They were under orders to catch him alive, not hurt him. Although even if they did fire, they wouldn't achieve shit still.
