You can't just claim "I feel distressed" and that causes someone to be arrested. It clear states what constitutes harassment, alarm and distress. That using abusive language or violence to intimidate.
Either Constable Dean has no idea of basic policing powers or doesn't care. Either way he's a clear danger to the public. I wouldn't trust him working for security at a McDonald's let alone as a police officer.
Oh, and as for his swearing. It's makes no difference where you are standing, Dean just swore at a member of the public. That's a clear breach of his code of ethics.

At 1:23 the policeman uses the patronising 'we' instead of 'you' when he asks "What are WE filming for?" To maintain an equal level of respect during interaction one should never use such facetious rhetoric, because it betrays a condescending attitude. That policeman's lack of social knowledge was confirmed tenfold when he used the 'f' word.
It's so funny to watch police interact with a camera man for the first time. They try and pull all the crap they do on the uninformed citizens. Cracks me up... This also teaches citizens the real law.

Damn, this was check mate in two moves for officer Dean. Kolee was playing with him in the same way that a cat plays with a mouse before the final coup de gras. A bit painful but satisfying to watch, as the officer got slowly closed down. Kolee is familiar with the game now; he's a veteran. He could have been just some random bod who wandered in there while the gates were open😂😂😂..... it certainly is like Lewisham and does deserve further audits.
