Sabina added the new regulation (not change), "Article 53, paragraph 3 of the Student Business Startup Regulations: Safety verification of new technology used in student businesses". While this regulation is in effect, Miorine is unable to start up her company because she lacks the evidence to be able to proof that the "Gundam" technology comply to safety regulations.
