Then a talented artist saw it, decided to make something out of it, and proceeds to spend 4 months creating the masterpiece we now know as THE Bad Apple.

There have also been several MMD covers as well using models to animate the the scenes normally that have come out in recent years though they don't have quite the charm as the monochrome version. Fast forward some years and I started to recognize easily each one of the characters, like Reimu and Marisa until Flandre (the girl with weird wings) and then I suddenly realized that the final characters were from the PC-98 era, concluding with Reimu and Marisa that were the protagonist since the start.

The Touhou Project is a Japanese game franchise which started in the mid 90s by a single guy called ZUN. Back then, the games didn't even play on Windows, Touhou 6 was the first to be made for that OS in 2002. The main games are all "bullet hell", where your player character has to avoid projectiles on your screen, and they are famous for their difficulty. There are also fighting games and other titles with their own gimmick, but also CD albums and even official mangas (but no official anime).
The basics of the story is: You are in Gensokyo, a land outside of the real world where youkai (mythological creatures who need people to believe in them to exist) can live in peace. Except that sometimes, someone wants to upset that peace, and that's when Reimu the Shrine Maiden gets up her lazy ass and beats the crap out of everyone she meets until she solves the incident and restores peace.
The franchise is also known for its music, and since ZUN is relatively lax with his copyright, the fan games/music/art scene has been booming for several decades now. The music you reacted to is such a fan arrangement of an original soundtrack from Touhou 4 (1998) called "Bad Apple!!", which has then been accompanied by an animation covering most of the series' many, many, MANY characters.

Touhou community is known for making insanely high quality fanworks because the creator essentially allows you to use his ip however you want & sell your fanworks. Theres a billion songs & PVs as good as this, and several fanmade anime with art & animation thats better than most anime that comes out today.
