It wants to stop large groups of students who go camping just so they can get drunk and do other disruptive things. After a long day of doing stuff in the local area a family can go back to that camp with no fear of being kept up all night. Probably one of the funniest things on Top Gear history is the Hammond´s ancestral portrait of himself and the May´s reaction to it. Kills me every time.
Because he knows it is really dangerous and he feels the front wheels have (almost) no traction. I think they underestimated the wind force till the last moment and pulled through once they were filming.
