The two long horizontal rods can if they aren't too thick. It takes some muscle, and you need to make a jig. I don't know how to make the barbs without heat. My acetylene just ran out, and I snapped a piece of 1/2" rebar, attempting to do it cold. Maybe round bar wouldn't snap...rebar probably isn't the right steel to use anyway.
