That last mission in the Genghis Khan campaign is very memorable to me because it was the first time I saw ice in the game. It was not in any other map and not available in the map editor until Age of Conquerors.
I will never forget the amount of fun I got from Barbarossa and Saladin when I was a child I still knew all teuton voice lines after 9 years without playing aoe2 What a great time that was
Saladin i think was considered hard bc most missions you were stuck on 75 population and against like 3 armies ate some time so the DE putting you pop cap at 125 helps a loott
I can agree with most of your tier list except on Victors and Vanquished. That DLC is probably my favourite in the entire game, it's perfect to have missions that are hours long as well as changing the gameplay to make it feel refreshing. Altough something I truly agree is that V&V dlc is simply a compilation of the already existing campaigns in the community mods tab. It's a bit lazy development, true, but it's not bad to seek something different and new from time to time. And Vortigern can suck a cock, it was literally my last mission to win on hard.
V&V is actually good at least B, it has a lot of great mechanics and the scenarios are challenging, which is great as a change from the normal campaigns
I fell legacy tutorial fill its role pretty well as it was assumed for totally new players, so B tier is totally justifiable. But of course, it is half cooked map design wise. But actually voice and story wise, pretty A tier regions.
Jadwiga actually for me (and I'm Polish) is just A-tier. I kinda hate design of the Grunwald Battle. I would rather simply entire battle as it goes, especially it wasn't just "choose between one or another" - especially considering source material was plenty (ex: Krzyżacy movie on Sienkiewicz's novel).
William Wallace could've been more, but I actually prefer it over Art of War mainly due to the personality advantage and having a complete story despite being so easy. Also Art of War is one of the most boring campaigns due to the levels being complete edutainment more than a fun single player experience. I personally cannot place Art of War any lower than C tier due to the valuable skills it teaches players. It would've been D tier if it couldn't carry out its job well (which thankfully it did). Another thing Art of War does really well is its Sonic the Hedgehog/Pizza Tower style time ranking, where you get medals based on how fast you complete the missions, which is even more proof that it is well designed, but boring to play if you seek an actual historical adventure.

The concept in Babur that you start with a civilization (Tatars) that evolve to another (Hindustanis) is amazing.

For Saladin it was muuch harder because of the old 75 pop limit. Trying to fight off 5 different fully boomed enemies with 75 pop is insane.

There are some real hot takes here. Gajah mada 3 and 4 are the best scenarios of the campaign.
All civs without cav in 4v4 huge maps suck. Except maybe on maps like amazon tunnel or team islands. Then the impact is less.
